Per OPM's assessment information sheet (updated July 2025): 50 multiple-choice questions, 90 minutes, taken in a proctored setting at an independent testing facility. Plan two hours for the appointment. Results arrive by email immediately — pass, or a list of competency areas to strengthen — and no numeric score is released. Certification is valid for three years, and if you don't pass, OPM strongly encourages its DE training before a retake.
The exam is administered through Pearson VUE as the DECA exam, and per Pearson VUE's exam page you have open-book access during testing to specific references including the DE Operations Handbook, VetGuide Appendix A, and qualification standards. Read that again, because it fools people: open-book does not mean easy. Ninety minutes across 50 scenario questions leaves less than two minutes each — candidates who plan to "look everything up" run out of clock. The reference access rewards people who already know where things live.
More people than before: an August 2025 OPM memo authorizes agencies to require DE certification as a condition of employment, a selective factor, or a quality ranking factor for HR positions — meaning the credential now shows up in job announcements, not just in DEU staffing plans. And with certifications expiring on a three-year cycle, offices don't face this once; they face it on a rotation.
