DE certification is mandatory for every HR practitioner — federal or contractor — who touches the delegated examining process, and the certification expires every three years. The assessment is 50 questions in 90 minutes, proctored, pass or fail, and OPM's FY 2023 Annual Performance Report cited a roughly 40% failure rate.
Per OPM's published pricing effective October 1, 2025, the certification assessment costs $365 per attempt — and it is now offered in person only, so a failed attempt means another $365, another in-person scheduling cycle, and a specialist who can't be assigned DE work in the meantime. OPM's instructor-led DE training runs $1,140 per seat.
These courses were written by a currently DE-certified practitioner who built and delivered DE training inside a federal HR office. At $79–$139 per seat, the prep costs roughly a third of a single retake — about a tenth of the instructor-led course — and one SF-182 covers it.
